Mr. Dolguun helped lead the effort to upgrade the Mongolian Government’s key infrastructure and improve the government’s delivery of services. As a result of his efforts, Mr. Dolguun is a recognized leader in Mongolia’s growing technology sector. As the senior officer of Policy Planning Department within the Mongolian Information and Communication Technology Authority (ICTA), Mr. Dolguun pinpointed bottlenecks in the Information Technology sector and initiated the E-Mongolia program.

To leverage the advancements in access to technology, he spearheaded the effort to provide low cost computers to under served populations in Mongolia and initiated the “Internet for All” project aimed at increasing access to the internet in Mongolia’s rural areas.

Mr. Dolguun worked with other international institutions, including the United States Millennium Challenge Corporation (MCC) to expand the “Internet for All” into a broader based “Connected Mongolia” program funded by the MCC. Mr. Dolguun currently serves as President of Gemnet, a Mongolia-based international telecommunications company which provides the majority of all the internet connectivity for Mongolia and offers high-speed data connectivity around the world.

He is also a principal partner of Shine Research, a Mongolian business consulting company. Mr. Dolguun enhances Mongolia Forward’s executive leadership with an extensive working knowledge of the Mongolian Government, its regulatory affairs and licensing procedures.
